Guys dressed in nappies with dummies in their mouths,trying to look like babies!
I was sad to see someone go as Steve Erwin with a sting ray stabbing him through the heart, the year Steve died, but I gotta give the guy points for creativity.
I did like the hooker with "cocaine" under her nose, the Gitmo prisoner (who luckily wore pants), and the flasher with a trench coat full of candy.
I've been Jackie O, with a friend dressed as JFK, all post-assassination. I was also planning to go as a Ted Bundy victim, with a Ted of course, until that guy and I broke up right before Halloween ;)

I remember seeing Bill Maher dressed up as Steve Irwin with the sting ray dangling from his chest. Very harsh, but that's Bill Maher for you.

I had to take a minute to let my mind wander to the most offensive areas of fringe within. I tried to follows the trails of repugnance in my mind that would suffice for this answer. A truly offensive Halloween costume.
Obviously from the photo I am not the first to think of this and I would like to offer a ***Stearn Warning*** on the nature of this level of offensive.
Hopefully you can wear this to a party and bring some baked goods.

Oh, that's bad! Funny, but bad.
I didn't find this that inappropriate.. but my god did I laugh.
A guy I knew once went as lady Godiva. Another friend went as a Klingon from Star Trek but he is like 4 foot 2, so it looked totally wrong.
There are several schools of thought about Halloween costumes. One is that they should be frightening, one that they should be evil, but another one that they should be funny and another that they be sexy. And of course, there are the old school versions that think traditional witches, pumpkins, skeletons, undead etc are the way to go.
One thing is quite certain though, you are not supposed to be holy, tasteful, or normal. Superhero costumes are completely out of place, as are Cinderellas, Dorothies, etc. The idea is that the spirits of the dead and the folks that hang with them are out and about. Halloween is not for family values, except for the Adams family.
The most inappropriate Halloween costumes are Superman, Cinderella, Dorothy, and President Obama.

It's most inappropriate any time a parent dresses their little kid in something sexy. Eeeww!

The worst Halloween costume I ever saw (at a huge costume party) was a man dressed as Michael Jackson with a baby doll strapped to his crotch. yes, it was an adult only party, but the costume was still in really bad taste. Apparently, the judges disagreed as he received second place in the individual costumes contest!
