3. Small cereal boxes

The best home-made costume is an old sheet, that you cut 2 holes for eyes, one small hole for mouth...use black magic marker to detail the features, and red ink to outline and enlighten...then take an old neck tie loosely fitted around the neck so that the KNOT CANNOT BE ADJUSTED!!!

I won a costume contest once clad in two rolls of toilet paper. Yes, I was a mummy.
A mime - all black clothes and white face paint.
An egg - white sheet and a yellow circle cut out of felt or paper, glued or taped to your stomach.
Dress in your normal clothes and attaches socks, underwear or small towels to you to become static cling.
If you have a hawaiian shirt, shorts, a visor or sunglasses, sandals and a camera - you can be a tourist. You can even make some fake brochures and carry them around as an extra prop.
Take some old clothes, splatter paint on them and attach a frame to you or put it around your neck to become a work of art.

The today show had some great balloon costumes - I am going for the grapes! Purple balloons safety-pinned on a purple dress in a grape pattern. I am also a big fan of Oz's (from Buffy) costume - regular clothes with a "My name is" sticker - filled in as God. Super quick and cheap plus you get to take credit for random things throughout the evening.

Well... I did this once.
I pulled out a cheap suit, put a brown paper medium-sized grocery bag over my head with holes cut out for eyes, grabbed an old microphone from a tape dec, and went out as "The Unnamed Comic" from The Gong Show.
Another time I shaved real close, gelled my hair, put on a peacock blue short-sleave plaid shirt, used a pair of puffy jeans with puffy hips and stuffed the hips with paper towel, improved a bra, put on some Timberland boots, and went as a lesbian (and no it was *not* politically incorrect... the dykes at the party were the ones who thought it was the most hilarious).
Another time, I put on an old black suit inherited from an uncle who used it for funerals and church, put on a felt stetson, grabbed a copy of the book of Mormon off the shelf, and went out as a 19th century Mormon missionary.
All three were fast, basic, easy, and cheap.

I love this question. When we were kids, my mother did not buy costumes. It was considered a cardinal sin. She made our costumes every year, not by sewing them or any tremendously time-consuming methods, but by using things around the house and stuff she found at thrift stores. We kept a tub full of Halloween items that we routinely used year after year: make-up, wigs, hair color, fake skin, and clothing items that could easily be incorporated into any Halloween costume. My mom was considered a creative guru for Homemade Halloween Costumes. Nearly every year, my brother, sister, and I took home trophies in the local costume contests!!
My favorite from when I was a kid was a Pippi Longstocking costume. My mom took squares of fabric and pinned them on an old denim dress that she found at the thrift store and gave me some old boots and knee high socks. She used orange spray hair coloring and bent a wire hanger, then braided my hair around it to make my hair stick out to the sides.
The best costume my brother ever had was Eddie Munster. (Whoa! '80s Flashback.) My mom sprayed his hair with black hair coloring and combed it back, then painted a widow's peak on his forehead with eye liner. She found some pin stripe pants and a jacket at a thrift store, and cut the pants off and hemmed them. She used fake skin to make the pointed ears. It was so cool.
The trick to homemade costumes is just get creative. I remember my mom used a cardboard box once, and attended a party as a brick. My step-dad used some painter's overalls and cap and was a brick-layer. LOL
Larry the Cable Guy is the simplest homemade costume that I can think of. Cut off the sleeves of a flannel shirt. Get a camouflage cap and put a fish hook in it, and voila!
For another cardboard box idea, try a lego.
Or, for family or group ideas, try Blue Man Group. All you need to do is get some bald caps and cover yourself with blue face paint.
For homemade blue face paint, mix 4 T. Crisco with 8 T. corn starch and add food coloring.

You don't have to go far for this costume! Here's my favorite made with something everyone has in their home - Toilet Paper!
Toilet Paper Mummy - Wrap yourself in white toilet paper in mummy fashion. Yes, that also means around your face too, making sure to leave slits for your eyes and nose. Smear some dark barbecue sauce here and there to make it look like you're rotting from the inside out, and the mumification process didn't quite "take". Walk around with stiff legs and arms straight out in front of you. Groan a lot.
Here are 15 more ideas for cheap or free costumes found in your closets and under your bed!

My favorite quick, easy and cheap ideas are garbage man/woman/kid (trash bag and stuff that looks like trash), cowboy/western (I live in the south, so we all at least have jeans and boots), and mime (dress in black, paint face white with red makeup for features, wear white gloves and a mime hat).

One year I dressed up as Monica Lewinsky. All it took was a dark beret, red lipstick, and kneepads. :) I also put the presidential seal on the kneepads, so people knew who I was :P

My favorite costume I saw this year like these was a girl who wore a plain white t-shirt (with jeans) and attached a couple rolls of toilet paper to her shirt. She carried a magic marker and told everyone she was a bathroom wall, and asked people to write all over her.
