Well.... I used to have a lot of problems with my hair. I hated having it short because my hair is wavy and when it gets wet/damp it'll curl and bend after I spent about a half hour straightening it... Then while my hair was long, I'd let it go curly, but I would never use any product in it so it would frizz..
I got over my fear of short hair and started using Bed Head products. My favorite is Manipulator. It gives your hair that piecey effect without making it really greasy looking (as long as you don't use too much) and it keeps your hair looking smooth and frizz-free. However, it doesn't keep my hair from curling. I will occasionally use a light coat of hair spray... though sometimes the curling doesn't bother me. Oh, by the way, Manipulator smells really nice too. =]

What do you do with your hair when it is raining?
My hair goes crazy when it rains. What do you do with yours, so you can look your best? Do you cut it really short? Do you use hair spray? Do you prefer hair gel? What works for you?http://beyondjane.com/beauty/hair/hair-and-weather/
