I'm a designer (but have my hands full so can't take on any more at this time). However, I'd like to give a suggestion or two for your safety:
When speaking to a prospective designer:
1. Inspect designs they've done for others. Does it appeal? Does it have the look of clipart? Sadly, MANY grab clipart or parts thereof and assemble your design primarily from that. This is not good art!
2. Ensure you get multiple opportunities to modify the design within your quote. Make sure you DO GET a fixed quote!
3. Most important, note if it's business practice to sit down with you and discuss your needs, preferences, colour likes/dislikes and existing colour schemes before beginning. Don't prompt them for the correct answer by asking "Do I get to sit down with you?" They'll likely say yes even if that isn't their normal practice and you'll end up with a poor quality discussion. Instead, ask THEM to tell YOU what their process is. If they, in effect, say: "Well . . . I sit down at the computer and . . . come up with some designs", WALK AWAY!
Their absolute primary interest should be what YOU want. They can't supply that without initial direction from you.
Great designers are out there and don't necessarily cost more than poor ones - but you do need to be careful. All the best.

You can have them run a contest for you. The way it used to work is something like this:
You pay worth1000.com say $500(you pick amount). Then worth1000 will offer up a contest to all its members. you may specify if you want it open to all members or only the pros. Most of the money goes to the winning entry. I am consistently amazed at the quality and quantity of designs submitted for each contest. Show me another way to get 10-100 different logo ideas to choose from for $500.
I see you are looking for a free source. I don't know if you can run a free logo contest but its worth a try. Perhaps you could hold a logo contest for a local design school or on your blog.
Just go check out some past contests. The higher the prize money the more entries and better quality you will find.

Logoworks by HP is the best because you can have multiple designers sending you concepts before you choose who you want to go with.
