First of all get your friend to set up a Coroflot account (http://www.coroflot.com/) and a blog (http://www.wordpress.com or http://www.blogger.com). Put some of his work on there and people will come to him.
However, I would recommend strongly that he creates his own portfolio and a website. Look here for how to create a good one:
