Hi Hunterowenz, don't let our negativity get in the way here.
When I first read your question, I thought the same thing that (I assume) other Mahalo Answers users did... "M$2 is too low of a tip to make any corrections to this". Simply, the value of quality illustration is much (at least $100) more.
However, after thinking about your question for a little while and revisiting your illustration, I have a couple of ideas for you.
1)
Create a new illustration with separate components.
Draw the sun, clouds, waves and tree all separately.
2)
Combine each individual element in Photoshop with each on a unique layer.
This will allow you to fine tune the colours, etc. Importantly, will allow you to move the elements around easily to look their best.
3)
Your lettering sucks.
This is the part of the illustration that really gets in the way.
I'd suggest either using the separate layer approach (above) or better yet, use a True Type Font.

So, don't take our valuation and initial sticker shock too seriously. Break apart your elements and combine in photoshop. Improve your lettering and adjust the colours to look perfect.
One quick note about printing.... call ahead. Find a place that will be stamping or otherwise producing labels for your CD's and ask what their exact requirements are for printing. If it's a bigger shop, they will have a PDF (or similar) template file that you can use to layout and size your items.

I'm a student and I often do some graphic designing for some people. Often when I do design things like logos - I design them on pen and paper and upload them. I then edit them on the computer, outline them and then fill them in and then render the logo.
One logo could cost $100-$200. I was quite surprised by this question as it was asking for a CD cover to be made for $2.
You have provided an image, so the cost of this in reality would be around $50 because it can easily be edited and does not involve brainstorming and a selection process.
However as I began to trace your logo, I noticed that it would be very hard to edit as there are lots of gaps in the logo and would require a lot of time to fix. Currently, I am very busy so it would be difficult to spend time on this if I am only going to be paid $2.

It took me about 30 seconds to do using picnik which is free online. You can use this to edit it further. I don't have the proper time or software required to do other things like neaten the edges, but play around in picnik and you can definitely make it a lot nicer!
I wasn't sure of the style you were going for so I just did something to my own liking but there are lots of other options on the site.

Seems a little "busy" for a professional looking CD. On the other hand, depending on the band, the colored pencil look might be a clever approach. I'm sure if you check around with people you know, someone will be able to connect you with talent, but even a friend discount probably wouldn't be as low as $2.00

I think the best way to do it is to draw it way bigger than the CD itself, adding in all the extra flair you might need. Then, find some kinko's type place with a big scanner to get the whole picture with all the details, shrink it down, THEN print your "professional" label.

Since, I have learned that there is not and while playing around in Photoshop myself I can see how it would take several hours and therefore cost at least $200 to have it completed.
I apologize for my naiveness and thank you all for your responses.
Post back if you have any questions - there are a few talented illustration and photoshop pro's around here.
If you'd like to keep the M$ tip low - there's nothing wrong with that.... maybe ask "how" it can be done not "for" it to be done.
