Accredited photographers apply and pay for passes to shoot. They're given special access and access rights for the fee.
Different (non pga) events have different rules. It would be a good idea to contact the Sheshan International Golf Club at +86 21 5765 5765 and ask to speak to the person responsible for organizing the event.

Photography allowed at professional golf tournament? (HSBC Champions tournament in Shanghai)
Is photography banned at all professional golf tournaments, or does it depend on the tournament? Trying to figure out whether I can take pics at the HSBC Champions tournament in Shanghai:
