Most Jalapeno peppers take 60 to 70 days to mature. Sometimes they have a slight red streak in them, when they are very ripe.
If it comes off the plant easily from the stem, it is ready. If you cut one open, the seeds are slightly tan. Ivory seeds when underripe. The seeds and peppers are very hot, so wear gloves.
If you want to store them, chop them in 1/2 inch pieces and freeze in an airtight glass jar. Have fun!

It's a size thing. I'm growing Anaheim peppers and they say to pick them when they are six inches long. You should pick your jalapenos the same way, by size. For jalapenos, I would say the appropriate size is about three inches long.
