One important point is to get the wood dry a few weeks before building the deck. When treated wood is unbundled from the lumber yard, it is quite high in moisture, and when it dries too fast, that's when it splits and warps. Drying is accomplished by stacking the wood with spacers between layers, and a couple of inches side to side to allow air movement. Dry in a covered area, or cover with a tarp, leaving openings for air at both ends. Be sure to stack heavy weights on top to keep the top boards from warping. Once the wood is dry, you are ready to call the carpenter.

I suggest contacting your local permit office to find out the code requirements for building a deck. You may have to pull a permit depending on it's size and height. At some offices they will furnish you handouts on how to design and submit a deck for permit. It would look like what is shown in link below. It is a basic guide showing what the permit office is looking for in order to build a safe deck. Please note that the details and design may not be suitable for all jurisdictions.
