Are you supposed to prune lilac bushes once they have finished blooming?

Does pruning lilac bushes promote more flowers the following year? And when is the best time to prune the bushes? Immediately after the flowers dry up, in the fall or in the spring?

You can, but be care not too take off too much--just a little is all that's necessary. Do it in the spring right after they're done blooming.
