Belly button lint, belly button fluff or navel fluff, is an accumulation of fluffy fibres in one's navel.

Karl Kruszelnicki  did research on belly button fluff and got an Ig Nobel Prize for is research. You can find his results at Wikipedia.

Actually the first line of this answer describes what the fluff is, rather than explains why the person has it. It seems like long belly hair has a lot to do with why it accumulates. As a female...I have never had this happen and wondered what this was all about. The Wiki answer was very good, especially with the accompanying photo, lol.
