Actually the first line of this answer describes what the fluff is, rather than explains why the person has it. It seems like long belly hair has a lot to do with why it accumulates. As a female...I have never had this happen and wondered what this was all about. The Wiki answer was very good, especially with the accompanying photo, lol.
