Why is Dorje Shugden such a controversy in Tibetan Buddhism?

By having some Buddhists doing the Dolgyal practice, which have strong sectarian overtones, would cause major rifts in Tibetan Buddhism like that seen between Catholics and Protestants, or Sunni and Shiites.

That makes sense. But by the Dalai Lama banning the practice, hasn't a rift been created anyway? It seems like a "damned if you do, damned if you don't" situation. Also, the rift that's been created seems to be more explosive and possibly more violent than what might have happened otherwise, if the Dolgyal practice had been allowed. Just a thought, I'm not sure.
