Everyone's got their own work ethic, so try a bunch of places and see what works for you. If you're in college and the library doesn't do the trick, but you like being out of your apartment, try the local public library for the town, which will probably be quieter (though have fewer hours when they're open).
Starbucks can be noisy and distracting, but they'll let you sit there and work as long as you like. And if money is no object, and you really want to be left alone, you can always rent a little bit of office space if you want to go hardcore about it.

Try Elance.com you can find numerous people doing projects for a fee
If the reason for not getting the work done is because of it's too noisy, you might need to come in early or late (depends if you are an early or late person).
The key here is to find places that open very early (some Starbucks or coffeshops open at 5 a.m.) or close late.
I also find working in a park is also good - if you don't need Internet access or if you have cell phone that have Internet access and can be connected to your laptop.

If you are in college, I would explain my problem to an instructor (or custodian) and see if you can get access to an empty classroom.
Know your campus. The library is not necessarily the best spot for everybody. There are likely nooks and crannies where you can hide to get things done. Campus commons can sometimes be good if weather permits and few people are stopping to observe nature.
