A simple dress is fine. You don't have to get a super expensive dress for an 8th grade graduation. Save your money for the prom. Go to the mall, and look around. They have average prices, and remember price is not what your looking for. There are dresses for 20 dollars that look better than $120 dresses.

Do they still have ROSS dress for less in the states? Its the 8th grade pictures or videos will last a lot longer and be more useful then a dress you will grow out of next year.

Why not try a consignment shop? You want a nice dress but if money is an issue then you want something you can either wear again or won't feel bad about spending a lot of money on. That's why I suggest a consignment shop.

I would suggest Fashion Bug, or even Target. An 8th grade dress doesn't have to be too fancy. You could even try a local thrift shop. Good luck!
