This is a bit erroneous without an in-depth knowledge of the underlying principles. The term URI is technical and can be used to describe a variety of things making it hard to explain without an exact context.
A URI (uniform resource identifier) is made up a URL (uniform resource location) and a URN (uniform resource name).
A URL is a location.
A URN describes a resource.
So, a URI identifies both a location and a resource. A URI tells you where to go and describes what you might find there.
A good example of a URL is:
http://www.mahalo.com/
A good example of a URI is:
http://www.mahao.com/robbrown
Notice that the URI tells you both where to go (the URL) and what is there (the directory).

My take is Uniform Resource Identifier(URI) is a superset include Uniform Resource Locators(URL)'s and extensions. Here is the official document from the World Wide Web Consortium(W3C).
