What can we do that's cheap, if we've planned a picnic in London and it rains?

We visited Buckingham Palace last summer, it's only open a part of the year when the RF are on vacation. It costs £16.50 pp which isn't that bad as it's about 1hr to walk through.
There's also the Eye of London, it's about £15.30pp, but that may vary with the time of year.
You could go walk around Harrods, it's huge and you can find some interesting things.
There's the Tower of London, it's £17.00pp but it's absolutely amazing.

first thing you do besides go to indoor events is HAVE the PiCniC anyway, indoors! we do it in the winter (in the USA), just for fun!!
