I think it's a mix of both. Biden has shown that he is prone to giving out excess soundbites that tend to induce facepalms, and this case is no different. Was he just being honest in saying that he would avoid mass transit? Yes, and just showing that he's a human being that has fears just like anyone else.

But that being said, being in his position he needs to learn to use a little more tact before blurting things out so quickly. You'd think he would realize that as vice president, people are constantly taking his words to heart, and he probably scared even more people by saying that. Instead of being so dramatic with the things that come out of his mouth, he needs to learn to develop a sense of subtlety and a bit of a verbal 'filter'. Maybe HE wouldn't go on the subway or on a plane, but some people have no choice, and now due to his words, are freaked out about something they have little to no control over. Poor move on his part.

Unfortunately I think he was being honest, which was stupid!

We REALLY didn't need to hear that from the VP. Bad move on his part.
