The USDA 100% organic seal is used on products that contain 100 percent organically produced ingredients, not counting added water and salt. This is not possible with dry dog food as vitamins and minerals supplements that must be added cannot be organically produced.
The USDA organic seal is used on products that contain at least 95 % organically produced ingredients not counting added water or salt, and must identify the organic ingredients as "organic" in the ingredient list when other organic labeling is shown. Any remaining product ingredients must consist of non-agricultural substances approved on the national list.
A product containing 70% organic ingredients (not counting water and salt) can have the "Organic", "Made with organic ingredients" or some similar statement on the product without the USDA seal. They must also identify organic ingredients or "organic" in the ingredient list. The product may contain the seal of the agent certifying the included organic ingredients.

Seeing more dog foods labeled "Organic", "USDA Organic", and "!00% USDA Organic". What is the difference in the labeling?

"Organic" = at least 70% organic ingredients, "USDA Organic" = 95% organic ingredients, "100% USDA Organic" = 100% organic ingredients.
