Some of the most die-hard fans are those in the IT industry that identify closely with the characters. I am in the IT industry primarily, and I still see Initech shirts, mugs, and mock-printouts inspired by the film in the halls of my company, so it has some serious staying power for this niche. I think that the characters (while exaggerated) represent many of the types of individuals I see on a daily basis, and the "feel" of the film touches on so many corporate realities (such as poking fun at motivational speeches, efficiency experts, silly management buzzwords, and even the realities of corporate bigotry) that it is a classic comedy to many people. While I don't quote it daily (as some I know still do), I still think it is pretty funny, especially "Damn it Feels Good to be a Gansta" scene.

"Office Space" is in a similar, although less sarcastic than "The Office". The movie appeals to people who are employed in offices filled with cubicles and middle management. Specifically, I.T. workers identify with "Initech", the fake company highlighted in the movie.
Personally, I like the movie. It's funny and almost insightful. The story portrays an oddly philosophical view on late '90s employment scenarios and asks the audience to consider the value of spending a lifetime helping to "turn the gears".
The movie could have been a bit better with a stronger ending, but all-in-all, it's a funny movie.

My personal favorite moment is when the main character comes in with the drill and takes apart his cube, kicking down the wall so he can see the window. At the time, I really wanted to do that in my own workplace.
But then, I never wear enough flair...

One of my favourite movie moments of all times is the fax machine attack. I can't find the original clip, only remakes (or sweeded versions).

I like the movie quite a lot. Anyone who has ever lived the cubicle life can sympathize with the main characters and see resemblances to their co-workers. The speech mannerisms of the arrogant boss, the poor victim-guy with the Swingline, it's all mocked and comes off pretty well.
