I had problems with Time Warner last week, and just yesterday I wasn't able to the surf the web until I put my DNS at 4.2.2.2 (then things started working again). My rep told me they were having outages in Los Angeles.

Time Warner has been getting some pretty heavy DDoS (Distributed Denial-of-Service) attacks. The hackers are targeting the Southern California area and other national divisions.
