Is there a twitter app/tool/site that can let u find someone's old tweets by date range, say all tweets by @xxx in Jan 2008?

The Twitter advanced search service is fairly powerful and should provide the functionality you need for the particular query you described. You can find the advanced search at:

http://search.twitter.com/advanced

Here's a look at what you'll find there:

As you can see, the advanced search gives you the ability to search on keywords, hashtags, people (to or from), proximity to a given location, date range, and more—quite a boost in capability compared to the standard Twitter search at http://search.twitter.com/

Jason thank you. However do you know if the advanced search only goes back to a certain amount of time (like 1-2 months)? because I found that if I put the "until this date" to 2/19/09 it would return some results but if I put it as 2/1/09 or earlier I would always get either "no results" or this error "The page you were looking for doesn't exist. You may have mistyped the address or the page may have moved.".

What I wanted to is find tweets from someone near the month of Aug 2008. Could it be it's too far back that twitter API or whatever no longer let you do that?

Indeed, it appears that tweets are searchable for a limited amount of time. As of today, it seems that the searchable database contains approximately the past six weeks of tweets. This does appear to be a limitation of the API: "We only provide access to data for about four months, older data may not be searchable."
From http://apiwiki.twitter.com/Search+API+Documentation#Search

This restriction therefore explains your inability to search "far" back in time (although it is indeed possible to do the type of search you described for more recent date ranges). Note too that the real-world tested 6-weeks of searchable tweets vs. 4-months in the stated API limitations don't quite agree. We can hope that the depth of the search feature will improve in the future!
