There isn't one for traffic jams specifically, but there IS a patron saint for drivers and automobiles, Saint Frances of Rome.

In 1925 Pope Pius XI declared her the patron saint of automobile drivers because of a legend that an angel used to light the road in front of her with a lantern when she travelled, keeping her safe from hazards.

So if you are in a traffic jam, waiting to get out, just pray to Saint Frances to have her angel guide you out of it quickly with her lantern :)

There doesn't appear to be. You can go to this website http://www.catholic-forum.com/saints/patron00.htm and look at all the topics for which there is a patron saint. Alternatively, you can go here http://www.catholic-forum.com/saints/patron02.htm and look up a patron saint by name and it will show you which topics each patron saint covers.

(or, you could go with the old joke, where the patron saint of traffic jams is St Uck)

There are several:
St. TomTom, St. Garvin to name a few, some can even perform real time traffic avoidance miracles.
