The official rules of Monopoly state unimproved property can be sold to any player as a private transaction for any amount. If you have Baltic Avenue and someone offers you $3,000 for it to either pay off your debt or for no reason whatsoever, you may take the deal.

You can also agree on your own house rules before playing the game, like immunity, Free Parking Cash, or landing on Go

Free parking cash is one of my favorites, any money collected by the bank is instead placed on Free Parking instead of removed from play, if anyone lands there they get that money. Therefore all money stays in the game and it speeds up money making and the ability to buy good properties.
