I would like to tweet and promote my web store and direct users to it and my site, is that fair game?

If your Tweet offers some useful information, it would likely be welcome by some. Example...
"Hard to find Pez dispensers are available in my web store at http://www.pezstore.com"

If you are just promoting your on line presence, it will be unwelcome. Example...
"Come to my new web store at http://www.pezstore.com"

Just be certain to not overdo it. Keep the helpful promotional tweets to a reasonable number, say two or three a week maximum.
