They're talking about replacing it with a national sales tax (and even state sales taxes), so that only those who spend will be taxed, thus encouraging saving. And there would be "prebates" for those under the poverty level (or perhaps a higher level, like those currently eligible for the earned income credit) so that their purchases would essentially be tax-free.

The average marginal tax rate in the U.S. is now about 40%. This doesn't necessarily include things like sales taxes, entertainment taxes and other local taxes. I hear Ron Paul and others talking about ending the income tax. How much of the whole tax does the income tax represent?

I can tell you that our state tax, our social security tax and our medicare tax were almost exactly to our federal income tax. Throw in sales tax, gas tax and a few other taxes and I'm guessing that our federal tax came to about 45 percent of our total taxes for 2008.
