Before 9/11, the crown on Liberty's head was the highest place you could go. It had a small viewing space, which was very crowded and would only let you have a short view. It wouldn't even give a view of Manhattan for it is facing southward instead of eastward.

With current plans of reopening the crown (unlikely the torch) - you should wait. If you are in Manhattan, just enjoy taking pictures but don't go up for it is not worth it if you're not going in the crown.

Before the 9/11 attacks, you could go as high as the crown, where you could look out.
