You, basically, have two options: 1) program the web app yourself or 2) ask a developer to program it for you. Both options have pros and cons.

If you decide to program the app yourself, be prepare to spent quite some time to get up to speed with any programming language. Therefore, you will end up spending a lot of valuable time (time that it might take someone else to implement your idea or something similar to your idea). If you are willing to take a lot of time for this idea to become a reality this is the option for you. In that case, I would suggest picking up PHP as a programming language - it is one of the most popular languages out there, which means there is a lot of literature for free and many books on this language, if you are willing to invest some money to purchase them. You can find companies that will host your PHP web application for as little as about $5 a month.

If you don't want to wait any longer and want this web application to be up-and-running as soon as possible, then you need to have somebody write it for you. The drawback of having somebody write it for you is that it can be very expensive to hire a programmer to do it for you. Unless, you find a passionate programmer who falls in love with your idea and is willing to do it for free - with the idea that they will get a cut if your web application begins to generate some revenue.

Well, I have had some programming experience in the past and I know quite a bit of apple programming, C++, and a bit of HTML and I am actually trying to learn Java right now. If you want the truth about programming, the truth is that it is just like learning another language, but if you speak the language even the slightest in the wrong way, you will mess everything up. With that being said though, you may not have to learn much of the language to accomplish your idea for a web-based application.

I am assuming that you will need to use Java programming because that can be easily embedded into web pages, but building it will take some work.

Another website that is really dedicated to the Java programming language is this one - it has a good starters tutorial to really get a good idea of what you are taking on: http://www.javacoffeebreak.com/tutorials/index.html
