The obvious answer is "importing them from other countries illegally," hoping customs won't catch the package or that the shipper isn't sending them fakes. However, the most reliable way (according to an ehow article) is to get them from Canada, from small shops that will remove the labels (or re-label the cigars) and toss them in a different box. The article implies that this is relatively common practice, and by default, customs agents have better things to do than trying to find out if some unlabeled or (unbeknownst to them) relabeled cigars are actually Cuban impostors.

Yup. I've brought Cuban cigars from Canada and I know people that bring them from the Dominican Republic as well. Customs are not usually looking for cigars, especially not on the Canadian border where they're not really looking for much at all.

Even though Cuban Cigars are illegal in the United States, there are some online stores that will sell you them and ship them to your house. An online retailer of Cigars called CigarOne sells a wide variety of Cuban Cigars.

Despite what many people claim, you can't order "real" Cuban cigars by mail. As many as 95% of the Cuban cigars sold in the US are fakes and considering it's very easy to fake the box and most can't tell the difference between a real Cuban and a knockoff it's not surprising. only easy way would be to come up here to canada, buy some, then hide them when you go back through the border...I dont think you would have much luck ordering them.
