Your answer looks solid but they charge for the kit. I should have asked: How do I, at no charge, stop bulk mail...?

Thanks to your answer, I found a site that offers (what appears to be) the same kit for free!

http://www.stopjunkmail.org

If you review http://stopjunkmail.org/sample/kit.pdf you'll read how "Return to Sender" or "Refusal" don't work.

It does provide addresses, phone numbers, and instructions that are said to be effective.

Thank you for your answer.

You can ask the post office to suspend all third class by registering with the Direct Marketing Association. The USPS states that " Anyone who wants to reduce the amount of marketing mail they receive may write to the Direct Marketing Association Preference Service, which is independent of the United States Postal Service, and let them know they do not want to receive marketing mail."

The address to this agency is located here, along with the quote above.

http://faq.usps.com/eCustomer/iq/usps/request.do?create=kb:USPSFAQ
Search "refuse bulk mail" or click on the FAQ and search for mail refusal.

The first link I provided did not work properly and I am looking for another way to link the information here. Sorry.

Ok, I found this link....I sure hope it works

The information is under "Mail Refusal Options".

Hope this helps.

* Write "not at this address" on the mail and deposit it in a mailbox. Hopefully after a while the sender and the USPS will get the hint and stop sending mail.
* If after a while you are still receiving mail call the USPS, talk to the letter carrier and tell them to stop sending you this mail.
* If after a while you are still receiving mail put in a change of address to a nonexistent address in another zip code or forward the mail to the address of the USPS dead letter office.

Unfortunately, these proposed solutions haven't worked. The credit card companies have continued to send the bulk mail, even after several years of me writing "return to sender" "company out of business" on the envelopes. After a conversation with the mail carrier, I was told there was nothing they could do because it is bulk mail.
