Many places teach these. Check with Hobby Lobby, Michael's, Jo Ann Fabrics (for the chain craft retailers) and cake decorating supply stores. If you can't find a cake decorating supply store, try calling your local university extension office--whoever it is who runs the state fair in your state, and thus 4-H, because that's a major state fair project, and they often have a list of cake decorating stores.

I second the Wilton classes. Check your local arts and crafts store (like Michael's or Jo-Ann Fabrics) for class schedules. The fee for the classes include the equipment and written coursework.
