Only if you are using it to watch or record Live TV broadcasts... (On demand services such as Iplayer don't count)
---quote----
Many TV channels are now available to watch over the Internet. If you’re watching programmes on a computer or laptop as they are broadcast, then you need a TV Licence. However, you don’t need to be covered by a licence if you’re only using ‘on-demand’ services to watch programmes after they have gone out on TV. So, you need a licence to watch any channel live online, but you wouldn’t need one to use BBC iPlayer to catch up on an episode of a programme you missed, for example.

My b/f doesn't use the TV ever but has been getting letters from TV Licensing for three years now saying that they know this is a student house (they assume this because the street we live on is very popular with students. This house is a family home, though, and privately rented) even though it isn't and that they know we're using TVs in here - even though we're not!
He's contacted them plenty of times to set it straight and they've apologised over and over again saying that they won't be sending any more letters out to him, but they still do.
It's a bloody joke.
