are you sure that BITS is started?if it is not started,the service can't be started also,you can follow the following instruction to fix it.

Wonderful instructions. Detailed, and precise. The problem is that the average computer user is not up for this sort of thing. After you've spent the better part of an hour trying to fix this issue, you will probably find that a Microsoft Security Update is to blame. At that point, you might as well rebuild the user's profile, or even the pc, if you have a good image or restore point.
Years of experience dealing with this sort of issue have taught me that the usual techie approach of "figuring it out" and "meeting the challenge" that a technical problem like this poses is just downtime, money lost, productivity lost to the user, and likely to re-occur.
