Well, Alltel has been bought out by Verizon, so I'm not sure how long this will work, but if you email in this format:
mobile#@message.Alltel.com
http://message.alltel.com/customer_site/jsp/messaging_lo.jsp
It will send a text to the person. No cost to you, regular text messaging rates may apply to them though. And remember the 160 character limit!

I'm pretty sure you can do it by sending an email to:
CellNumber@message.alltel.com
(CellNumber is their phone number. For instance: 5555555555)
