beyond blocking IPs from making a transaction on an eCom site, what can be done to block fraudsters from a website in general?

If you're using Paypal for your e-commerce, you could accept payments from only verified buyers, since they're far less likely to be doing fraudulent activities, and even if they do, they'll then be much easier to track down.

It really depends on your payment gateway and your shopping cart.
Some cart programs will allow you to block certain IP addresses or IP ranges from your site. You will want to ask your cart provider what options they have available to you regarding blocking people from your site completely.
Most gateways have a huge list of fraud scrubbing features available to their merchants. The problem tends to lie in is the information required to use said options being shared from your cart software. Check with your gateway to see what options they offer and then you'll be able to see what will work with your cart.
