A friend of mine has a concussion, what should he do to get better? Going out partying is bad right?

Just tell him to take it easy - no partying - but don't just stay in bed - he needs to exercise his brain.
He should NOT, under any circumstances, drink alcohol, use drugs, or drive until he has recovered.

What about going to an outdoor lounge with light music, no drinking, kind of relaxing but still social. Not driving...

I googled "recovering from a concussion" and found it on a page from Monash Medical School in Australia.
P.S. It's kind of common sense.

Anyway, if it's just a relaxed gathering, I'd say OK. Just no flashing lights or anything.

He should SEE A DOCTOR. Head injuries can cause problems not readily apparent. Going out and partying before he sees a doc is a phenomenally bad idea. He could get lucky using his head injury story to get a sympathy lay, and end up having a stroke.

Go to the doctor. All head injuries should be seen by doctors because they can dangerous.
Stay quiet and calm, not necessarily in bed all day but calm. Manage the pain with ibuprofen and ice.
I'd say partying and drinking is a horrible idea. I know it's like the "college" thing to do but it's also the STUPID thing to do.
Maybe a quiet social gathering is ok. But use common sense. He shouldn't be exerting himself.

IF his doctor diagnosed concussion in an ER, he was given written discharge orders and the nurse probably ran through them.

If he has gone to his follow-up appointment, he was told what was acceptable for his case.

Not knowing whether this happened last night or last month and not being aware of the degree, no real answer is possible.

Happened last night. Not sure what the doctor said. The word concussion was used though.

In all likelihood, he will be tired and headache-y, but the scenario of your evening plans is not outside what a discharged concussion would be allowed.

Be a friend....watch him for different sized pupils, inappropriate responses, slurring, extreme drowsiness or any behavior you wouldn't see in him under "normal" circumstances.

If anything odd occurs, head to the nearest ER or call 911.
If all goes well, help him keep his mind off that headache.
