There are a couple of ways to do this. Both are free. The difference is that the first (crossloop) is easier to setup but requires that you type in a key on both machines each time.

The easy way:
Use Crossloop. It's free, easy and works really well.

The harder, but pro way to do it is to use VNC.
On the mac, turn on desktop sharing:

On your PC, download the RealVNC viewer:

I use Crossloop all of the time and it truly is the best...but as Rob said, someone needs to be present on both sides.

gotomypc (gotomypc.com) is a web based application that will do this just fine. They have a 30 day free trial (not an ad, I have no connection to them, I just have heard alot about them) but it is pay after that, not sure how much. As a web based app it will work fine Windows to Windows, Windows to Mac, Mac to Windows etc....

You could also use a combination of apple remote desktop on the mac and VNC on the windows machine to get access to the mac. VNC is an open source protocol for remoting mouse, kb, and video. YOu would setup your mac as a server and the windows would be a client connecting to it .

Under Mac os X 10.4 the following link can tell you how to enable the server on your mac:
http://www.dssw.co.uk/blog/2007/05/14/a-vnc-server-is-included-in-mac-os-x-104/

On 10.5, things seem a bit different, go to
System Preferences -> Sharing
Check Remote management
The click the computer settings button
Check the VNC Views may control screen with a password, and enter a password to connect to the mac.

Now you will need a VNC client to run on the windows machine, there seems to be many implementations of the VNC protocol, a google search brings up many choices: RealVNC, TightVNC, MochaVNC, install one of these and you should be able to connect to the mac and control it.
