Many services offer free incoming calls, and a phone number.. I would recommend Google voice as my first choice but you need to be able to have a number to verify an incoming wall with that so that might not work.
So you can try looking up disposable phone numbers, Free voice mails that will email the calls to your internet address. Then their are services like Skype, and free voip phones that offer free incoming calls on highspeed internet. You also may want to look at Gizmo .. If I remember right they offer free incoming calls and not outgoing...
... You may want to scratch my k7 suggestion off the list. I can't log into mine...

doesn,t make incoming calls
i can make outgoing calls but not incoming,what to do?
