The tip questions are updating as well, but they're doing an experiment with making some of them sticky. That's so that if people want to get the maximum number of answers for a question, they can pay extra to keep a question on the front page for a while.
The top three or four tipped questions are staying on top all day, but the ones under them update as normal.

Why haven't the tip questions updated but the non tips have. Its been almost a full day the tip question...
