It was the Union of Soviet Socialist Republics (USSR), sometimes considered the United Soviet Socialist Republic. It was what Russia was called from 1922 until 1991. In December of 1922, a conference was held with delagates from the Russian SFSR, the Transcaucasian SFSR, the Ukrainian SSR and the Byelorussian SSR to approve the Treaty of Creation of the USSR and the Declaration of the USSR, which formally started the USSR.
