Fat Tuesday is always the day BEFORE Ash Wednesday. This year, it's February 24th.
The idea behind Fat Tuesday is to kind of go crazy as Ash Wednesday marks the first day of Lent. In the Catholic religion, you're required to give up something you love (but could do without) until after Easter (i.e. chocolate, beer, etc).
I tried to give up beer one year (unsuccessfuly) as St. Patrick's Day falls squarely in the middle of Lent.

Fat Tuesday is better known as Mardi Gras. This year (2009) it is February 24. If you are not in New Orleans for Mardi Gras you should be.
