He was jumping up and down trying to get Obama's attention to ask his question, and then was talking a mile a minute because of nerves...I think he might have just been hyper and a bit fatigued by the time he was actually speaking, rather than high on anything.
Also, the Mahalo page has a video interview with him taken after his talk with Obama, as well as a news article from January that mentions him, and he's pretty much got the same personality in both. I bet he's just a spaz.

The only other thing to consider is that he is obviously a big fan of the president, he is obvious a high-strung dude whether on something or not, and...well, he's talking directly to the president!
My guess is that he was probably nervous, and/or excited.....and/or on drugs.
