You'll want to spin into your local hearing center. These centers are subsidized by the government and a visit / appointment won't cost you a thing.
I can personally vouch for this one in Oakville: http://www.oakvillehearing.com/ I live in Halton Hills myself :)
You could get the little gipper's hearing checked for free while you're there and also ask specifically about hearing protection.
While there are a variety of ear protection products available online, our government cares a lot about hearing. As a result, you will be able to find protection for your 3 year old that is tailored to EXACTLY what you're concerned with. They have many free samples and if you'd like something a little more advanced, they can often help you to claim all or part of the expense.
While there are certainly generalities that can be conveyed, I think that a (remember free) visit into a clinic will result in a MUCH better solution. I do apologize for not answering your question with a list of products, however I really believe that this will be the best solution.
