Yes, President's Day is a federal holiday.

"U.S. Presidents Day, officially known as Washington's Birthday, is a federal holiday in the United States and is celebrated on the third Monday of February. In 2009, Presidents Day falls on February 16."

The link you provided says "U.S. Congress passed an act in 1968 that made the third Monday in February the official observance of Washington's birthday."

So yes, it is a federal holiday.
