could also be called a "waterproof toddler bib"

"bavoir imperméable bébé "

or

"bavette imperméable bébé "

Bavoir is a closer word to "bib"
Bavette is more like "apron"

bébé means "baby"
enfant means "child"
jeune enfant means "young child"

It's actually "bavoir imperméable pour bébé " but you were almost right on the money! That dictionary is quite good!
