No, Higher seeds always have the home field advantage.
The reason 12-4 Colts went to 8-8 Chargers is because the Chargers won a weaker division and the Titans where 13-3 in the same division as the Colts. So the Division winners always get the first 4 seeds and the wildcards get the 5 and 6 spots.
