The company could go in, sure. The dresscode of their wait staff would be very different though since Saudi women must wear hijab or abaya. Luckily everyone goes their for their good wings, right?

Very doubtful as women aren't allowed to show skin in public. That's probably one of Hooter's biggest selling points.
