Why do donuts have their own National Holiday and Harvey Milk doesn't?

Because there are no lobbyists for national chain stores that sell Harvey Milk-related items.

Also, probably some politicians are hesitant to advocate for a Harvey Milk Day due to homophobia. Rights leaders of various movements don't get holidays easily.
