This is known as hyponatremia and is more common than I was aware of. Many of the deaths due to people taking drugs such as ecstasy are in fact due to people drinking large amounts of water while taking them. Long distance runners can also suffer from this....

Its hard to work out what the 'toxic' level of water is however as it will depend on the person, temperature, state of health and how quickly the water is drunk.

For some, a one time consumption of six pints (three liters) can prove deadly. Although the person consuming the water may lose a lot of fluid due to perspiration during heavy labor or exercise, the electrolytes are not replaced fast enough to avoid water poisoning.
