Buy the best grinder you can afford and spend the rest on the brewing system. Grind quality is critical to flavor.
$235 can get you a good Kitchen Aid Proline Burr Grinder ( http://is.gd/2CmHs ) and a great
Bodum Chambord Press Pot ( http://is.gd/2CmeF )
That grinder will work fine with an electric drip machine too.
If you want true espresso that tastes good and is relatively convenient to prepare, you are looking at $1000+ budget for a grinder and brewing system.
If you want espresso-ish and don't mind a bit of manual effort, a manual Zassenhaus coffee mill ( http://is.gd/2CoUX ) and an Aeropress coffee maker ( http://is.gd/2Cp89 ) or Moka pot ( http://is.gd/2Cpgm ) should do the trick on a $130 budget.

starting to consider getting a coffee maker or an expresso machine for my apartment anyone have any suggestions?
