The first rule about drinking wine is: It's your wine, drink the wine at the temperature you like best.
I have been a bartender for over 15 years and I've sold wine to folks who are extremely knowledgeable about it and to those who know nothing about wine. The general consensus is Pinot Noir should be served at a temperature slightly cooler than full bodied reds so around 50deg. F / 10deg celsius.

Remember you are the one enjoying the wine. Don't let anyone look at you funny if you like Pinot Noir served cooler or warmer than other people.

I just would like to add. If you live in a warmer climates. Like in a tropical country like where I live. Its advised to chill red wines slightly. Our room temperature is slightly hotter than what is the usual.

Pinot Noir does not need to be chilled but if you like slightly cooler wines then you can take it down up to 10 degrees cooler than room temperature. Chilling more than this for red wines(unless they are dessert wines) tends to mute the tannins causing an understated finish .

Generally not. Reds are normally not chilled, while whites are. Chilling a wine will mask subtle flavors, and typically makes the wine taste less alcoholic, less tannic (those bitter flavors that pucker your mouth), but will hide all but the strongest fruit flavors. A Pinot Noir will normally be served at room or cellar temperature (about 60-65 degrees).
